MCC All India Quota (AIQ) NEET PG Counselling
The national round every NEET PG aspirant should understand first — how the All India Quota, deemed and central seats are filled.
The Medical Counselling Committee (MCC) runs the national layer of NEET PG counselling. If you have a NEET PG rank, MCC is almost certainly one of the counsellings you will take part in — it fills the All India Quota seats, all deemed and central university seats, and several central institution seats in one online process at mcc.nic.in.

Who conducts this counselling
MCC is a body under the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare, Government of India. It is the single authority that conducts All India Quota and central-seat PG counselling for the whole country.
It does not set the exam — that is NBEMS, which conducts NEET PG. MCC takes the NEET PG result and runs the online counselling and seat allotment for the seats under its remit. State counselling bodies then run a separate counselling for the state quota seats in their own state.
What seats it fills
- The 50% All India Quota (AIQ) seats surrendered by state government medical colleges.
- 100% of the PG seats in deemed universities.
- Central university seats (for example Delhi University, BHU, AMU) and central institutions.
- ESIC medical college PG seats and, through their own channels, Armed Forces Medical Services seats.
- Note: INIs (AIIMS, JIPMER, PGIMER, NIMHANS) admit through the separate INI-CET counselling, not the MCC NEET PG rounds.
Who is eligible
Eligibility for MCC counselling flows from the NEET PG result. Any candidate who has qualified NEET PG (scored at or above the cut-off percentile declared for their category) and holds a valid MBBS degree with a completed internship can register.
There is no separate domicile requirement for the All India Quota — that is the whole point of AIQ. A doctor from any state can compete for AIQ seats anywhere in India on an all-India merit basis. Reservation (SC/ST/OBC-NCL/EWS/PwD) applies as per central rules for AIQ and central-institution seats.

The process, step by step
Register on mcc.nic.in
When MCC opens a round, create your login on the PG portal with your NEET PG credentials. Your identity and rank are pulled from the NBEMS result, so the details must match your NEET PG registration exactly.
Pay the registration fee and security deposit
Registration is completed by paying a non-refundable registration fee plus a refundable security deposit online. The deposit is higher for deemed/central-university seats than for government seats — the current amounts are on the portal each cycle.
Fill and lock your choices
Add the colleges and courses you are willing to accept, in strict order of preference, then lock the choice list. Order matters more than length: the system considers your choices top-down, so your genuine first preference must sit at the top.
Seat allotment and result
MCC runs the allotment against all-India merit and your locked choices, then publishes the result. A seat is offered based on your rank, your choice order and seat availability in your category.
Report, and choose your option
If allotted, download the allotment letter and report to the college to take admission — or exercise the options the round allows (such as upgrade in a later round, or free exit within the rules). Read the round's specific reporting and resignation rules carefully; they differ by round.
Later rounds — upgrade, mop-up and stray vacancy
MCC runs multiple rounds — typically an initial round, a second round with upgrade, a mop-up round for deemed/central seats, and a stray-vacancy round. Each round has its own eligibility, fresh choice filling and tighter resignation rules, so plan a few rounds ahead rather than treating round one as your only shot.

Common questions
Is MCC counselling the same as state counselling?
No. MCC conducts the All India Quota and central/deemed seat counselling for the whole country. Each state separately conducts counselling for its own state quota seats. Most doctors register for both — MCC for AIQ and their state body for the state quota — because they are different seat pools.
Do I need a domicile to take part in MCC AIQ counselling?
No. The All India Quota is open to candidates from any state on all-India merit — there is no domicile requirement. Domicile rules apply to state counselling, not to AIQ.
Does MCC conduct AIIMS / INI-CET counselling?
No. The Institutes of National Importance (AIIMS, JIPMER, PGIMER, NIMHANS and others) admit through the separate INI-CET examination and its own counselling conducted by AIIMS New Delhi, not through the MCC NEET PG rounds.
What happens to the security deposit?
The security deposit is refundable as per the rules of the round. It is forfeited only in specific situations defined in the information bulletin — for example not joining after a certain type of allotment. Always read the current bulletin, since the amounts and forfeiture rules are set fresh each cycle.
