Goa's state-quota PG medical seats are filled by the state's counselling authority, separately from the All-India MCC round. This guide sets out how that process works so you walk in prepared rather than learning it under deadline pressure.
It covers who conducts Goa counselling, which seats it fills, the Goa domicile eligibility that decides a state seat, what the portal collects, and how the rounds run.
Who conducts this counselling
The state authority for Goa publishes the prospectus, verifies eligibility, runs the online counselling and declares allotments for the state-quota PG seats.
As in most states, a share of Goa's state PG seats is reserved for serving government doctors (the in-service quota), with the rest filled on open state merit. The All India Quota portion of Goa's government seats is handled separately by MCC.
What seats it fills
- State-quota PG seats in Goa government medical colleges.
- The in-service quota reserved for serving government doctors.
- The state-quota share of PG seats in private colleges under the state's arrangement.
Who is eligible
A qualifying NEET PG rank is the entry ticket, and a Goa state seat additionally depends on Goa domicile as defined in the prospectus. In-service candidates are considered under the service quota.
The domicile rules and the service split decide which seats are within reach, so confirm your eligibility category against the year's prospectus before planning around a state seat.
- A qualifying NEET PG rank/percentile for your category.
- MBBS from a recognised college with completed internship.
- Goa domicile for a state seat, per the prospectus.
- In-service candidates: qualifying government service, under the service quota.
- State reservation categories apply where claimed and documented.
The official portal & what it collects
What you enter / upload
- NEET PG credentials and rank, verified against the NBEMS result.
- Domicile, category and service details that set your seat pool.
- MBBS, internship and medical-registration details.
- Uploaded documents for verification.
- Your ordered choices and the online fee payment.
The process, step by step
Register on the Goa counselling portal
Register with your NEET PG details when Goa opens counselling. Your domicile, category and service status are captured here and decide your eligible seats.
Document verification and merit list
The authority verifies eligibility and category documents and publishes the state merit list.
Pay the fee and fill choices
Pay the counselling fee, then fill and confirm your ordered choices. Order of preference — not the length of the list — is what the allotment follows.
Seat allotment across rounds
Allotment runs against state merit and your choices, across rounds, with reporting and exit rules that tighten as the rounds progress.
Documents you'll need
- NEET PG rank letter / scorecard and admit card
- MBBS degree / provisional certificate and mark sheets
- Internship completion certificate
- Medical-council registration certificate
- Class 10 certificate (date of birth)
- Goa domicile certificate as required
- Service certificate and bond details, for in-service candidates
- Category certificate where reservation is claimed, plus photo ID and photographs
Common questions
Do I need Goa domicile for a Goa state seat?
A state seat generally depends on Goa domicile as defined in the prospectus. Confirm your eligibility before relying on a state seat.
Is Goa counselling separate from MCC?
Yes. The state authority fills Goa's state-quota seats; MCC fills the All India Quota and deemed/central seats. They are separate registrations and separate seat pools, so most aspirants take part in both.
Is there an in-service quota in Goa?
Yes — a share of state PG seats is reserved for serving government doctors, with the rest filled on open state merit. The exact share is set in the prospectus each year.
This guide explains how the process generally works so you walk in prepared. Dates, fees, exact eligibility clauses and portal links are set fresh each counselling cycle — always confirm the current details on the official portal before you act.
