MCC NEET PG 2026 Information Bulletin Out: New Freeze/Float Upgradation System, Fees Explained

MCC has published the NEET PG 2026 counselling information bulletin, introducing Freeze/Float options with online document verification and listing registration fees and deposits.

The Medical Counselling Committee (MCC) of DGHS has released the information bulletin and counselling scheme for NEET PG (MD/MS/DNB) counselling 2026. It sets out the rules for 50% All India Quota, Deemed University, Central University/Institute, AFMS and DNB seats. The copy uploaded is marked as a draft version dated 5 October 2026.

The main change this year is how upgradation works. After allotment, candidates choose to be either 'Freeze' (keep the seat and join physically at the college) or 'Float' (seek an upgrade in the next round). Float candidates no longer need to visit the allotted college; they upload documents once on the MCC portal and the college verifies them online. All candidates must upload clear scans of mandatory documents within a few days of the allotment result. Round 1 exit is free, Round 2 exit carries forfeiture of the security deposit, and Round 3 seats cannot be resigned.

The bulletin lists fees: for AIQ, a non-refundable fee of Rs 1,000 (UR/EWS) or Rs 500 (SC/ST/OBC/PwD) plus a refundable deposit of Rs 25,000 or Rs 10,000; for Deemed Universities, Rs 5,000 plus Rs 2,00,000. PwBD candidates must obtain an online eligibility certificate from a designated Medical Assessment Board before choice filling. Candidates must register with the mobile number and email used for NBE, and only once.
