Sikkim does not run a PG counselling of its own. A doctor from Sikkim has two counsellings to plan for: MCC's All India counselling, open to everyone, and the State Level PG Counselling conducted by RIMS Imphal for its MD/MS seats, which serves the seven north-eastern states.

Who conducts this counselling
MCC (Medical Counselling Committee, DGHS) conducts the All India counselling on mcc.nic.in.
RIMS (Regional Institute of Medical Sciences), Imphal conducts the State Level PG Counselling for its MD/MS seats for candidates from the seven north-eastern states; its circulars go to each state's health department, and in-service candidates apply through their own state.

Who is eligible
A qualifying NEET PG rank is required for both. MCC's All India Quota has no domicile requirement.
For RIMS Imphal's counselling, eligibility as a candidate from Sikkim (and any in-service route) is as set out in RIMS's notice for the year — apply through your state where it says so.

Fill choices in each counselling by genuine preference; each allots on its own schedule — report within the round's window.
